WHO'S IN?

  • The legislative bodies of the following jurisdictions are meeting in regular session: Alabama, Alaska, Arizona, California, Colorado, Connecticut, Delaware, District of Columbia, Florida, Georgia, Hawaii, Illinois, Indiana, Iowa, Kansas, Kentucky, Maine, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Nebraska, New Hampshire, New Jersey, New York, Ohio, Oklahoma, Pennsylvania, Rhode Island, South Carolina, South Dakota, Tennessee, Vermont, Virginia, West Virginia, and Wisconsin.
  • The sixth special session (tax reform) of the California Legislature -- convened in 2009 -- continues to meet. The Legislature adjourned the eighth special session -- relating to the budget deficit -- March 11.
  • Arizona began a budget-related special session -- concurrent with the regular session -- March 8. The special session is likely to adjourn March 15.

WHO'S OUT (OR SOON TO BE OUT)?

  • Utah adjourned March 11. Governor Gary Herbert (R) -- who does not possess a pocket veto --has until March 31 to sign or veto legislation that reaches his desk.
  • Washington adjourned March 11 without reaching agreement on a state budget. Governor Christine Gregoire (D) called a special session beginning March 15 to finalize a spending plan.
  • Virginia and West Virginia are scheduled to adjourn March 13.
  • Indiana is scheduled to adjourn March 14.

UPCOMING GUBERNATORIAL DEADLINES

  • Oregon Governor Ted Kulongoski (D) -- who does not possess a pocket veto -- has until April 8 to sign or veto legislation that reached his desk from the supplemental session.
  • New Mexico Governor Bill Richardson (D) -- who possesses a pocket veto -- has until March 24 to consider legislation that reached his desk from the March 1-4 special session.
  • Wyoming Governor Dave Freudenthal (D) -- who does not possess a pocket veto -- has until March 20 to sign or veto legislation that reached his desk from the regular session.

WHO'S IN LONG-TERM RECESS?

  • The regular biennial session of North Carolina remains in mid-term recess and reconvenes May 12.
  • Montana, North Dakota, and Texas will not convene in 2010 unless called into special session.
