Wisconsin: Special Session Announced

Governor Scott Walker (R) called the legislature into a special session beginning August 1, to consider legislation to enable Foxconn to construct a liquid-crystal display panel factory in Racine or Kenosha county. The measure is a combination of tax credits, $3 billion in subsidies, and exemption from several environmental and bureaucratic regulations. Federal environmental regulations would still apply.

The proposed legislation also provides $250 million in bonding to reconstruct and expand the Interstate-94 corridor that connects Milwaukee and Chicago. Foxconn has pledged to invest $10 billion in the project and employ up to 13,000 workers (3000 by the time of the plant’s scheduled opening in 2020).
