StateScape Bill Finder Service
Terms & Conditions

Client: The individual or entity completing online registration (“Client”).
Effective Date: Upon Client’s acceptance of these Terms & Conditions (“Agreement”) through online registration of the Bill Finder Service free trial. 
Service Provider: State Analysis, Inc. d.b.a. StateScape (“StateScape”), a Virginia corporation located at 114 North Patrick Street, Alexandria, Virginia 22314.

By registering, Client acknowledges and agrees to the following Terms & Conditions:

1. Service Description

StateScape will provide Client with access to its online legislative monitoring platform (“Database”) and associated monitoring services (collectively, the “Services”) under the Bill Finder Service plan. 

Under this plan, bills are identified by Client’s staff using keyword and/or Boolean search strings. The Service includes only the features and functions defined under the Bill Finder plan as described on StateScape’s website. 

2. Free Trial and Payment Terms 

Upon registration, Client will receive a two-week free trial of the Bill Finder Service. During the trial period, StateScape will issue an invoice representing the annual subscription fee according to the services selected on the registration form. 

  • If payment is received within the two-week trial period, Client’s subscription will continue seamlessly for one (1) year from the trial start date. 
  • If payment is not received within the two-week trial period, access to the Service will automatically terminate at the end of the trial, and no further charges will apply. 

This fee includes all standard operating costs associated with the Service. Exceptional expenses (such as overnight mail, travel, or customized IT work) will only be incurred with Client’s prior written authorization and will be billed at cost. 

3. Service Term and Renewal 

The standard Service term is one (1) year, beginning on the date the trial starts. Continuation beyond the two-week trial requires timely payment as described in Section 2. 

Access will automatically terminate at the end of the annual term unless renewed by Client or if payment is not received as described in Section 10. 

4. Account Setup 

Initial setup may require up to one (1) business day following registration. Client will cooperate promptly with StateScape to complete necessary setup details, including user access permissions and search configurations. Delays caused by Client may affect delivery timelines. 

5. Use and Access 

Client’s subscription allows access only for Client’s internal employees to the Database and Services. Consultants, attorneys, association members, or other third parties not directly employed by or members of Client may not access the Database or Service without prior written consent from StateScape. 

Client agrees not to share login credentials or redistribute content, reports, or other materials derived from the Database. 

StateScape reserves the right to suspend or terminate access immediately if misuse or unauthorized access occurs. 

6. Fee Adjustments 

The stated fee applies only to the current term. Future renewals or modifications to the Services may result in fee adjustments, which will be communicated and agreed to in writing prior to implementation. 

7. Warranty Disclaimer 

StateScape will perform Services using professional and industry-standard practices. However, StateScape makes no warranty or guarantee as to the completeness, timeliness, or accuracy of legislative data, or the results obtained from using the Service.

8. Limitation of Liability 

Except in cases of gross negligence or willful misconduct, StateScape and its officers, directors, employees, and agents shall not be liable for any indirect, incidental, consequential, or punitive damages, including but not limited to loss of profits, data, or business interruption. 

The maximum cumulative liability of StateScape to Client under this Agreement shall not exceed the total amount paid by Client for the current Service term.

9. Taxes and Relationship 

This Agreement does not create a partnership, joint venture, employment, or agency relationship between Client and StateScape. Client is solely responsible for any applicable taxes related to its purchase or use of the Service. 

10. Termination 

StateScape may terminate this Agreement immediately if Client breaches any term, including unauthorized access or sharing of materials. 
If payment is not received within the initial two-week trial period or by the date of annual renewal, this Agreement will automatically terminate, and access to the Database and Services will be revoked.

11. Entire Agreement 

StateScape will perform Services using professional and industry-standard practices. However, StateScape makes no warranty or guarantee as to the completeness, timeliness, or accuracy of legislative data, or the results obtained from using the Service.

12. Severability 

If any provision of this Agreement is found to be invalid or unenforceable, the remaining provisions shall continue in full force and effect. 

13. Governing Law 

This Agreement is governed by and construed in accordance with the laws of the Commonwealth of Virginia, and any disputes shall be subject to the exclusive jurisdiction of its courts. 

 

By registering for the Bill Finder Service, Client acknowledges that they have read, understood, and agree to be bound by these Terms & Conditions.
