How proposed regulations become adopted

Regulations are rules passed by administrative agencies. While each agency may set particular guidelines for its own rulemaking process, the basic requirements for the adoption of a regulation are usually outlined by the legislature in a statute referred to as the Administrative Procedures Act, or “APA.” A link to each jurisdiction’s APA (if it’s publicly available online) appears below.
